WestJet Cargo has announced the successful implementation of a strategic partnership with TCE to outsource its customs compliance processes. The decision, made in November 2024, has already yielded significant operational benefits, including reduced fixed costs, improved use of internal resources, and enhanced customer service.
“As the regulatory landscape in air cargo becomes increasingly complex, our decision to partner with TCE could not have come at a better time,” said Julius Mooney, Director – Cargo Commercial at WestJet Cargo. “Customs training and compliance is an ongoing challenge for airlines, especially when operating under strict time constraints. Outsourcing this function has alleviated pressure on our Operations Control Centre and enabled us to leverage TCE’s deep expertise in international customs matters.”
In just six weeks following the signing of the partnership on 18 November 2024, TCE conducted a detailed review of WestJet Cargo’s customs workflows, identified optimization opportunities, and implemented a customized system messaging solution. TCE was granted access to WestJet Cargo’s SmartKargo ACMS and CHAMP customs portal, allowing its team to monitor and act on all international cargo customs messaging to and from Canada. The collaboration focuses on comprehensive compliance across all Advance Cargo Information (ACI) systems, including AMS, ACAS, PLACI, PACT, VUCEM, and ICS2.
TCE provides dedicated support across three core areas: Monitoring and Documentation, Reporting and Communication, and Investigation and Corrective Action. The company ensures accurate, timely customs submissions by reviewing and correcting data within CHAMP, maintaining communication with regulatory authorities, and issuing proactive cargo status updates to stakeholders. Additionally, the team investigates penalties, conducts root-cause analyses, submits documented appeals, and implements corrective actions to mitigate future risks.
